TOHONO O'ODHAM KI:KI ASSOCIATION INVITATION FOR BIDS Project: 1001-WL-13

NOTICE IS HEREBY GIVEN

that the Tohono O'odham
Ki:Ki Association (TOKA) is
soliciting for sealed bids for Project 1001-WL-13: Main
Water Line to service the TOKA existing project
1001-GA-13 located in the
Gu Achi District on the
Tohono O'odham Nation.

This Invitation for Bid (IFB) is open to all firms; however the award shall be made under
unrestricted solicitation to the lowest esponsive/responsible bidder using the "X" Factor tabulation (Indian
Preference). The project will be subject to Section 7 (b) of the Indian Self-determination and Educational Act [25 U.S.C. 450 e (b)] and 24 CFR 85.36. The Project will be awarded to one Prime Contractor.



This project includes the new construction of a main water line infrastructure
(approximately 5400' of 8" pipe & related components). The Contractor shall furnish all labor, materials, tools, equipment, and incidentals thereto required for
completion of the project.
A Pre-Bid meeting will be held at the Pima County
Housing Center (PCHC)
801 W Congress St. Tucson, Arizona 85745 (520) 624-2947 on 4/14/17 at 9:00 AM (AZ Time). The Request for
Information (RFI) Deadline is 5/4/17 at 10:00 AM (AZ Time). The Project bid documents will be available on the date of the Pre-Bid meeting.

Bids are due on 5/16/17 at the TOKA by 3:00 PM (AZ Time) at 51 Baboquivari Circle, Sells, AZ 85634, (520) 383-2202,
Attention: Thomas Shepherd. Bid packages will be opened and publicly read aloud at the PCHC on 5/17/17 at 9:00 AM (AZ Time). TOKA reserves the right to reject any or all of the bids and to waive any informalities or irregularities in awarding the bid.

All bids must be sealed and
addressed to the TOKA and plainly marked with the
Bidder's name and the Project name. Bids shall be on a Lump Sum basis per the Project documents; segregated bids will not be accepted. The

documents are made a part of this Invitation for Bid.

PUBLICATION EXPLANATION OF A PROPOSED ACTIVITY
TO BE LOCATED IN AN AREA SUBJECT TO SHEET FLOW

To: All Interested Groups and Individuals


This is to give notice that the Tohono O'odham Ki:Ki
Association (TOKA) has
conducted an evaluation, as required by Executive Orders 11988 and 11990 and in
accordance with U.S.
Department of Housing and
Urban Development (HUD)
regulations 24 CFR 55.20
Subpart C Procedures for
Making Determinations on Floodplain Management; this evaluation was conducted to determine potential effects on the human environment caused by the project action in any areas subject to sheet flow. TOKA is proposing
construction and
rehabilitation of housing with equity raised through the
Arizona Department of
Housing's (ADOH) 2017 Tax Credit Allocation (number to be determined) and Indian Housing Block Grant (IHBG) number 55IH0402920 funds from HUD for the following
activity:

1) The construction of 38
housing units with a
recreation area and a
community building on
approximately 14 acres of
undeveloped land subject
to sheet flow.

This proposed project is
located within the San Xavier District of the Tohono
O'odham Nation (TON), near Tucson in Pima County,
Arizona. The land is outside the 100-year floodplains of Black Mountain and Cemetery washes, but all 14 acres are within an area subject to sheet flow.

TOKA has considered
alternatives and mitigation measures to minimize
adverse impacts and to
restore and preserve natural and beneficial values.
Alternative site locations are restricted and out of
consideration because:
1) impacts of sheet flow can
be mitigated by proper
engineering and design;
2) the availability of land for
use by TOKA to provide
housing to the TON's
low-income families in the
subject area is limited; and
3) the locations are not
within, nor will they
impact, natural wetlands.

TOKA use of the subject
property and, with
implementation of mitigation measures, intends to build housing on this property to meet housing needs in San Xavier District. The properties were subject to analysis by a hydrologist, who
recommended the following mitigation measures:
1) residential units will be
built on stem wall
foundations with specific
design features tailored to
site conditions;
2) finish floor elevations of
each building will be a
minimum of one foot above
the determined nearest
water surface elevation;
and
3) first flush water retention
will be incorporated into
the landscaping. The
proposed mitigation
measures are from Pima
County and State of
Arizona technical policies
for developments within
sheet flow areas.

TOKA has re-evaluated
alternatives to building in an area subject to sheet flow and has determined that there is no practical alternative. Upon request, environmental files that document compliance with steps 3 through 6 of
Executive Order 11988 are available for public
inspection, review, and
copying at the times and
location delineated in the last paragraph of this notice.

There are three primary
purposes for this notice. First, individuals who may be
affected by activities in areas subject to flooding, as well as those who have an interest in the protection of the natural environment, are given an
opportunity to express their concerns and provide
information about these areas. Commenters are
encouraged to offer
alternative sites outside of the sheet flow area, alternative methods to serve the project's purpose, and methods to
minimize and mitigate
impacts. Second, an adequate public notice program can be an important public
educational tool. The
dissemination of information and request for public
comments about flood prone areas can facilitate and
enhance federal efforts to
reduce risks and impacts
associated with the
occupancy and modification of these special areas. Third, as a matter of fairness, when the federal government
determines it will participate in actions taking place in areas subject to flooding, it must inform those who may be put at a greater or
continued risk.

TOKA has additional

reviewed from 9:00 a.m. to 4:00 p.m. at
